Social Welfare Department :
To enhance the monitoring of general charitable fund-raising activities in public places under the purview of the Social Welfare Department, six new measures will be implemented with effect from 1 August 2011:-
- number of staff or fund-raisers
- boundary of moving around solicitation
- arrangement for elderly/disabled staff or fund-raisers
- wearing of identification tag
- disclosure of audited report
- fund-raising activities on flag day

With the new amendments, following process is updated.
- witness is not required on the M&As
- signatures on filed M&As not required
- business registration fee be paid during incorporation process

The ICAC has launched the best practice guidelines "Management of Charities and Fund Raising Activities" to help Hong Kong's some 6,000 charitable organisations strengthen internal governance and improve transparency and accountability in fundraising activiites.
